## Smuggling-skiff caveat (honest)

Sentinel-1 IW at 10m resolution sees larger fishing dhows and merchant traffic reliably. Small (sub-10m) smuggling skiffs are at the edge of detectability — flagged as a Phase 2 target requiring commercial high-res SAR (Capella / ICEYE / Umbra) or fine-tuned models trained on Indian Coast Guard-supplied ground truth.
